Welcome to the Festive 4th
District. Racine’s 4th Fest Parade, one of the largest in the Midwest, kicks
off and passes through the 4th District. The 4th District is the home of the
Racine Zoo and our beautiful North Beach, one of the cleanest along the Great
Lakes. We also have a growing business District along the Douglas Avenue
Corridor. Several Hispanic owned businesses call the 4th District home.

David Maack retired as the
Racine County Emergency Management Coordinator, after 31 years of service to
Racine County. During his tenure, David built a program that received national
recognition from both the Federal Emergency Management Agency and the International
Association of Emergency Managers (IAEM). He is a recipient of the 2011 FEMA
Individual and Community Preparedness Awards in the ”Engagement with
Faith-Based Communities” category and was one of 17 local leaders who were
honored at the White House as Champions of Change who help prepare their
communities for disaster and build a more resilient nation. As a Champion
of Change, David was featured on the White House website and participated in a
panel discussion at the White House.David was an alderman in
the City of Racine for ten years and as City Council President, served as
acting Mayor during a tumultuous time in the City’s history. In addition, he
serves on a number of boards and committees in the community including the 4th
Fest Board and the Leadership Racine Program Committee.David has received numerous
awards for his community service including the Corporate Volunteer Council’s
Lifetime Achievement Award, the Volunteer Center of Racine, Inc. Economic
Development Volunteer Recognition Award, the Boy Scouts District Award of Merit
and Silver Beaver Award, the Community Leadership Association’s Distinguished
Leadership Award, Leadership Racine’s Community Trustee Award, UW Parkside’s
Martin Luther King Community Service award, the City of Racine’s Hispanic
Unsung Hero award, Lighthouse District Eagle Scout Hall of Fame award and
Carthage College’s Alumni Beacon award.David earned a Bachelor of
Arts degree in Political Science, Business Administration and Public Management
from Carthage College and he holds certifications in Public Management from
UW-Madison and Emergency Management through the International Association of
Emergency Managers. In addition, he is a graduate of Leadership Racine.He is married to Amy
(Hernandez) Maack and they have two children, Maria and David II and two
grandchildren, Kai and Tanner.
