Tattoo and Body Piercings
The City of Racine Public Health Department – Environmental Health Division protects the health and well-being of body art establishment patrons by annually licensing and inspecting facilities. Body art establishments are those businesses which provide tattoo and/or body piercing services. |
The following is required for permitting:
- Review the appropriate sections of the Wisconsin State Statutes and Administrative Code, as well as the Racine Municipal Code:
- Complete the required application for permitting:

Supplemental Questions – Body Art Establishment -
Pay the one-time pre-inspection /fee at the Department of Customer Service (Racine City Hall, 730 Washington Avenue Room 103, Racine). This must be paid before any site visits will be conducted.

A pre-inspection of the facility must occur. Any violations found during the pre-inspection must be corrected pursuant to applicable state and local requirements prior to issuance of the permit.
If a follow-up inspection is deemed necessary, it must be scheduled at least 72 hours in advance.
- Pay the permit fee at the Department of Customer Service. The licensing year runs from July 1 through June 30, and the permit fee must be paid annually before July 1 to avoid late fees. It is the responsibility of the establishment to ensure license(s) are paid on time.
Microblading
At this time, Wisconsin Department of Safety and Professional Services (DSPS) has a Frequently Asked Questions document that addresses microblading. Practitioners must follow the licensing requirements for tattoo and body piercing.
