In response to public records requests received by the Racine Police Department

In response to public records requests received by the Racine Police Department, an initial
release of videos and written reports from the May 20, 2022 shooting by the City of
Racine Police Officer Zachary Brenner has been prepared for release.

The Racine County District Attorney determined that “the death of Mr. King was a direct
result of Mr. King’s conduct that posed a reasonable and imminent threat to
Officer Brenner” and therefore “Officer Brenner is immune from criminal
liability.”

The police file has been reviewed in preparation for public release, and a copy of the
written City of Racine Police Department reports and initial videos prepared
for release have been made available at the links below, along with an
explanatory memorandum outlining the legal justifications for the exclusions
from and redactions to these records.

Certain information will be redacted from the records, either because specifically
required by law or pursuant to the Wis. Stat. §19.35(1)(a) balancing test.

The following records have been made available for public release:

  • Explanatory Memorandum
  • Written City of Racine Police Department Reports
  • Officer Brenner’s Body-Worn Camera Video
  • Additional City of Racine Police Department Response Body-Worn Camera Videos
