The Racine Water Works Commission
The Commission is comprised of seven members including the mayor, two alderman and four citizen members. Appointments to the commission are made by the mayor. The duties, responsibilities and hierarchy of the Water Works Commission are laid out in the Racine Municipal Code under Chapter 98.
The Commission provides retail water service to the communities of Racine, Mt. Pleasant, Sturtevant, Elmwood Park and North Bay. The Commission provides wholesale water service to the community of Caledonia, who in turn provides water service to the Village of Wind Point. Retail service to Racine, Mt. Pleasant and Sturtevant are provided for in separate retail water agreements with the Villages and by City ordinances. Wholesale service to Caledonia is provided for in a wholesale water agreement dated January 2013.
Water Utilities in the State of Wisconsin are highly regulated by the Wisconsin Public Service Commission (PSC). The PSC sets water rates for utilities based upon complicated Cost of Service Studies analyzing current and future cash flows, debt, asset values and depreciation. The PSC also establishes policies and procedures that water utilities must abide by. These procedures can be found in the Wisconsin administrative code.
The Racine Water Utility provides retail water service to approximately 34,500 residential, commercial, industrial and public authority customer accounts. Invoices are sent to customers on a quarterly basis.
