Business and Commercial Grant Information

The City of Racine has established a Business and Commercial Security Camera System Pilot Program designed to assist with the purchase of a “security camera system” (an approved security camera and subscription for cloud-based video storage for up to one year) at businesses and commercial properties within the City of Racine. (To verify your property is within city limits, go to /CityAlderman/, click on the map where your property is located or type in the property address. If a box with your Aldermanic District pops up, the property is in the city). The reimbursement is only available to the owners of the property where the security system is installed or to a business (including rental management of 4 or less units) at the business location with written approval of the business property owner.
The Business and Commercial Security Camera System Pilot Program features a reimbursement of $250 per business or commercial property owner. The reimbursement will be paid to property owners, or to a business owner with property owner’s written consent, based on the actual costs for the purchase of a security camera system or the reimbursement amount, whichever is less.
Reimbursements will be issued on a first come first served basis upon receipt and approval of the application. Reimbursement will not happen until all program requirements are met. Applications will be accepted for the duration of the program or until funding runs out, whichever comes first.
The business/property must be free of building code violations or tax liens.
Police will not have continuous access to video footage from the security camera system. Permission must be given by Applicant for police to access video footage. The police department may request video footage from the security camera system if they have reason to believe the Applicant has footage of a crime. Applicant is expected to contact the Racine Police Department if there is a crime that they may have footage of and offer their video to the police.
All documents may be submitted in person at the Racine Police Department or by email to CCP@cityofracine.org.
Application Process
Step 1. Submit your application along with:
- Description of the location and number of cameras.
- Image of the proposed camera location(s).
- A copy of the business’ Federal Employment ID number document.
- Business Applicants need to show evidence of authorization of signatory to execute legal documents on behalf of the business (i.e., most recent tax return, Articles of Incorporation or Statement of Information).

Applicant will receive notification of approval or denial.
- All program requirements must be met for reimbursement.
- Application approval does not guarantee that the applicant will be reimbursed for the security camera system.
- If the application is denied, program requirements must be met before resubmittal. Only one resubmittal is allowed.
Step 2: If approved, perform the following actions:
- Purchase and install a security camera system.
- Take a picture of the installed camera and submit it for verification.
- Submit one of the following documents as proof of payment:
- An itemized receipt dated on the day of purchase.
- A paid invoice indicating the date of payment.
The Security Camera System must remain in place for one year unless replaced by an upgraded system at the sole expense of the property owner and the upgraded system must be re-registered with the Racine Police Department.
Step 3.
- Submit a signed and completed Business and
Commercial Security Camera Reimbursement Agreement Form (
Spanish language version) with the City of Racine with all conditions therein met, the dated proof of payment for purchase, and an image of the installed security camera(s) to receive reimbursement. - Register the Security Camera System with the Racine Police Department
